Understanding the phased approach to EU carbon pricing
The European Union's Carbon Border Adjustment Mechanism is being implemented in two distinct phases to allow businesses time to adapt to the new requirements.
During the transitional phase, importers of covered goods must report embedded emissions without financial obligation. The full implementation phase will require purchase of CBAM certificates corresponding to the carbon content of imported products.
October 1, 2023 to December 31, 2025 - Quarterly reporting of embedded emissions for covered goods without financial obligation.
Starting January 1, 2026 - Requirement to purchase and surrender CBAM certificates corresponding to embedded emissions.
CBAM certificate prices will reflect the weekly average auction price of EU ETS allowances in €/tonne of CO2 emitted.
